Jose Angel Zelaya, of Burke, has been charged with involuntary manslaughter in connection with the crash that killed Rebekah "Bekah" Zarco on Burke Center Parkway on Tuesday, July 18, officials said.
Zelaya was going nearly double the 40 mph speed limit just before the crash, that left Bekah's brother critical, and seriously injured two others.
Bekah's brother, David, a talented soccer player, was recovering in the ICU, along with his two friends, following the accident, William Zarco said.
Liam Ellsworth, another passenger in the vehicle, was also recovering in the ICU, according to a GoFundMe page launched for him.
A GoFundMe for Bekah's family had launched $81,000 as of Monday, Aug. 1.
Bekah had just graduated from Robinson Secondary School and was set to start as a freshman engineering student at George Mason University in the fall.
